The Operations Manager is responsible for the management of employees, all production and manufacturing related processes, process improvements, and communication as they relate to the complete satisfaction of companys internal and contract customers. This position is accountable for producing quality products with on time delivery while lowering manufacturing costs and maximizing production assets. This position is a leader in ensuring that goals developed with individuals with disabilities are achieved in a successful team environment.

Essential Functions
  1. Talent Planning:   Ensures an organizational structure that supports the retention and development of staff to deliver a high level of services, as well as offer career development for high performers/ high potentials.   Ensures the priorities and structure of the department align with the priorities of the broader organization.  Conducts job analysis as appropriate and distills the results into an effective, accurate description of the job sufficient to provide a common view of success.
  2. Selection: Interviews effectively, selects the right people, and ensures effective on-site orientation and training for new employees.
  3. Coaching & Managing Performance:  Holds first-line supervisors accountable for managerial work – quality of selection decisions, frequency and quality of performance feedback, and skill at producing results through a team.  Manages employee performance by establishing clear goals and expectations, tracking progress against the goals, ensuring timely feedback and addressing performance problems and issues promptly.  Delegates authority and accountability to staff for appropriate responsibilities and decisions that are consistent with the scope of their capabilities (where applicable), rules and regulations of regulatory authorities, and policies of the organization.
  4. Development: Assists managers in developing or maintaining the skills necessary to drive high employee performance. Ensures an effective learning environment by coaching employees, orchestrating learning opportunities, and providing relevant, high-impact feedback.

  • 85% of newly hired or newly promoted non-exempt employees fully proficient after 6 months; 85% exempt employees fully proficient after 12 months

  • 100% employees have received clearly written, up-to-date, results-focused job descriptions with appropriate measures of success
  • 100% of employees with performance deficiencies are in the disciplinary process, and removed on a timely basis if unable to improve
  • Manager direct-reports demonstrate the ability to manage their assigned staff
  • Unemployment claims are not lost due to lack of sufficient documentation

Effective, Efficient Production Processes

Essential Functions
  1. Oversees day-to-day management of manufacturing operations focusing on development of people, processes, and environment to achieve total customer satisfaction while ensuring a safe, clean, and professional facility.
  2. Responsible for process enhancements, cost improvements, expenditures, variances, and technical advances.
  3. Responsible for key performance areas including workforce development and performance management, lead time, quality, due dates, inventory, safety, and housekeeping.
  4. Leader in strategic planning, development, and implementation to achieve a center of manufacturing excellence.
  5. Designs, implements and maintains production processes and makes sure they are utilized appropriately by staff.
  6. Establishes strong working relationships with internal stakeholders and customers to ensure timely responses to contract inquiries, quick turn around on bids, and smooth contract implementation.
  7. Implements and oversees all ISO standards and requirements for all production processes.
  8. Ensures staffing levels are appropriate to produce jobs on schedule. This may include approving overtime, securing temporary staff, etc.
  9. Maintains and oversees departmental budget and fiscal responsibilities.

  • 99% quality
  • 98% on-time delivery


Essential Functions
  1. Develops and implements Production Services quality manual as well as oversees all program quality improvement initiatives and QA, regulatory compliance in accordance with OPWDD, Department of Labor, and OSHA standards.
Measures of Success
  • No external OPWDD, ISO or DOL deficiencies that result in a Plan of Corrective Action
  • No repeat findings from internal audits

Project Realization

Essential Functions
  1. Works as part of a cross-functional team to review sales opportunities to determine if they are projects that are appropriate for the company.
  2. Participates in determining the feasibility and production planning of accepting new projects outside of the scope of the company's current projects.
  3. Facilitates the acquisition of new equipment, layout of the assembly line, and space redesign to accommodate new projects.

  • Supervisor’s observation that Manager demonstrates effective project planning

Position Qualifications

Minimum Education & Experience

Bachelor’s degree plus five years experience in a manufacturing setting in a leadership role.  At least three years of supervisory experience, preferably in a supported workshop setting; or an equivalent combination of education and experience.

  • Demonstrated ability to make complex decisions regarding program direction, implementation, personnel and budget.
  • Experience in leading strategic planning processes to successful outcome achievement.
  • Proven record of developing people and success in a team environment.
  • Demonstrated ability and experience in achieving total customer satisfaction.
  • Ability to write in a technical manner.
  • Demonstrated ability to provide training, support and supervision to staff. Capable of communicating effectively and negotiating among diverse groups of people.
